HHS Transition Legislative Oversight Committee

The Transition Legislative Oversight Committee met on Thursday, May 24, 2018 at 10:00am to hear invited testimony only. A quorum was present. The Committee was established in 2015 by the HHSC Sunset Bill. Programs were functionally aligned within the HHSC division and the bill made them all accountable to the Executive Commissioner. DSHS and DFPS were kept as independent agencies. There was an understanding that this committee would keep oversight over the transformation. Chair Nelson stated that there have been contracting issues subsequent to the passage of SB 200. “In my opinion,” these recent problems have nothing to do with the size of the agency, but a failure to elevate the importance of contracting at an agency that contracts out a very high percentage of its services.
